Easy to do that yourself.
Everything that will relate to modified or special client, can easily be hacked / copied / done by yourself.

You still require someone to put it into the official gg2 so that everyone can see your bubble(-->It's not possible right now), but if someone gets it, everyone (or every modder capable and willing) gets it.

now heres one thing thats been bugging me, if you add it to the game, what keeps a semi talented modder or otherwise skilled player simply hacking his game to give him the winner effects?

Nothing, unless the ips of the winners are somehow hard-coded into the server code.

Which is what we were saying from the beginning: In-Game changes need to be lobby-side to be perfectly safe. Server side is already better, but modded servers could play around with this. And a pure client-sided thing could just as well be toggable in the gg2.ini or something, for all the security it brings.
