Why? His gun is already much weaker when riding his bike and his Manvich has a cooldown.

What else could you do to him?
Make it so that his wall of bullets doesn't tear apart every living thing that comes at him.

Physically impossible. The atoms of Vien are chemically bonded to those of his bike. Separating the two will cause a nuclear explosion that will destroy the universe as we know it and thus make Uno cards redundant.

I don't think Vein's Minigun is any stronger than the Overweights's.

I don't think Vein's Minigun is any stronger than the Overweights's.
Yes, but the fact that characters in INS mod seem to have (on average) lower hit points and mor eof them are close range it feals as though the majority of them Vien can easily counter/kill.

There are certain characters that have good matchups against vein. Xan can out range him pretty easy with m2. Dhalsim can spam yoga fire. Sorceress owns him free if you're not stupid.

^^^ in response to above questions:
Jack's M1+M2 is a parry that teleports you to the owner of the projectile that you parried. Costs some rage meter. You can press Q to activate rage at any point, but right now all it does is increase the damage you do with all your attacks. You can press Q at any point to turn it off too. However, it drains your rage meter pretty quickly, so I recommend saving it for parries. I'm still tweaking the design of it, because right now it's just a gimped devil trigger. Ideally, I want it to function more like K-Groove from Capcom Vs SNK 2.

Honda and Dhalsim's super meter don't do anything yet. But they will soon...

i only ever think they seem greater on average
I don't know, it just seems that most characters are light and fluffy.
As for Vien maby it is just the popularity of melee classes like the Samuri and Crysslid. I'll drop the subject.

Also thank you Rebel for buffing Honda. He needed a buff poor guy.

Its not that the character (Vein) is so powerful.  It is just that the person/avatar that he is based off of is so inspiring and powerful that it even gives the game character that same sort of feel.

I think he's a wonderful class, extremely detailed and unique, I merely think that the potential for OPness is too great in this current build due to the amount of perks you can have and the weapons you can aquire.

The weapon people seem to hate the most is the Gauss Rifle; coupled with 10 luck and decent agility, Vault Boy can dish out copious amounts of damage within second. The amount of hate for him is disappointing since I only just began to enjoy playing as him; his diversity in weaponry and stats  means consistenly differing gameplay and strategy.
