There is a 33% chance of getting a hat when capturing a point and a 50% chance of getting a hat when capturing the intelligence. In addition, there is only a 25% chance to 'steal' a player's hat when killing them.

No further hats can be obtained until the player loses their current hat, it is not possible to change hats without first losing the hat.

No, I was not behind this event. All it took was like 3 minutes of skimming the source to find everything.
