You should use a Science and Industry style game mode instead of CTF actually. It would work very well.

Basically, each team gets 4 barrels and whoever has the most barrels generates "money" faster. The more barrels, more cash, the less, the less cash. The person with the most money in the end wins.

*barrels representing booze, keeping in with previous style

The only custom sound is the terribly worsened sniper rifle. Still, it doesn't sound 8-bit enough.

Also, I would like to ask - would people preffer if there was the spy-like back-turned invisibility for everyone? This would allow for more covert approach even to the most explosive classes... but the action might become even more of a mess.

Do you mean invisibility for every class? If so, nah. Wouldn't feel right. You should use a custom sound for the Daredevil's pistols. Having the revolver sound for that wouldn't sound good.

Alright... I'll try more downgraded weapon sounds. They are pretty much audacity mucked untill they sound bad enough.

Also, yay, fixing the money system.

Real men bust into the enemies HQ, guns blazing, man. The stealthiest class is the Hitman... Hm... why not? He isn't armed beyond the Sniper Rifle.

Eh, a disguise kit would fit more in this game's era.

Edit: I don't know about you guys,  but I would prefer if there wasn't anything like this.

Edit: How will the intel dropping papers thing work?

Edit: I suggest adding a custom sound for the tommy gun, too. All the rest of the sounds excluding the sniper rifle(being worked on by you) and the pistol(being worked on by you, too, I think) are fine.

Edit: I suggest using Dr. Random's gamemode idea for the first release and taking out CP for now. GG2 only had CTF at first, I think having Dr. Random's gamemode idea only for the first release will do.
