The main reason I made this topic even though it's not done yet is maybe there's someone who wants to make items.
Therefore, Here's guideline for it!
Rules for itemsBasics
1. You have to give me lot of files.
Basically, 5 files for Character items(6 if it's sniper), 2 or higher files(case by case for class) for Weapon items, 1 files for Taunt. It should in png or gif format. Each files format should be item_name_motion.png. Taunts are okay with just it's name.png, also applied to misc items..
(ex. (Character items)Big_Country_Stand.png, Bing_Country_Run.png, (Weapon items)Widowmaker.png, Widowmaker_FS.png, Widowmaker_FRS.png)
+ Portrait image. You can draw it on any size(36*36 or 48*48 or 64*64 or whatever), but when you give me, it's size should be 256*256. You should draw only item image, not character or other things. If it's taunt file, it should be drawn on Taunt_base.png with colors in Taunt_palette.gif.
+ Preview image. If it's character item, just give me two 256*256 size of your item's Stand file, seperating team and with transparent background in png format. It's name should be item_name_class_team(ex. Blazing_Bull_Firebug_Blue.png).
If it's taunt item, you have to give two .gif file of it(red & blue). Check this site:

+ Item's name and Item's flavor text and which Class it uses. It will be shown on web.
2. You can make item that all classes can use, but you should make it for all class(9 or 10, you can exclude quote).
+ You have to give me 5 files(stand, jump, run...) containing all classes + crouch & quote(if you want)
class order should be in (Scout, Soldier, Sniper, Demoman, Medic, Engineer, Heavy, Spy, Pyro, Quote).
Details
1. 'HEAD', 'TORSO', 'LEG'
I split each original sprites into 3 parts, Head, Torso, Leg except for quote(HEAD-BODY). You can check it with attachment file.
if you want to make one, you have to make 5 motions for it.
5 motions are: Stand, Jump, LeanL, LeanR, Run + Crouch if it's sniper. Each motion except Run contains 2 frames, Run contains 8 frames.
But, if you don't feel to make Jump, LeanL, LeanR, just don't make for head items it because it's exactly same with Stand!
Those motion options are just for diversity.
Also in torso and leg items, if it's really same with other motion file, just exclude it and let me know you omitted it on purpose.
You should consider drawing order. Items are drawn in HEAD-LEG-TORSO order, which means TORSO items will be on top, and head items will be on bottom. Therefore, if you've made item which TORSO part cover head part, head part won't be seen.
2. 'Quote'
Unlike other characters, Quote uses 2-frame animation, and doesn't use Leg part.
You also have to make Intel animation.
3. 'Sniper'
Yes, you have to make crouch files.
4. 'Omnomnom & Taunt & Humiliation'
Omnomnom & Humiliation will be MISC files.
(1)Omnomnom item's frame should be 64 like original. It should be consist both Red & Blue animation.
(2)You have to make 2 files for Humiliation items. RED & BLUE. It should be 3 frames long for each.
(3)I don't restrict Taunt item's length. just don't make it too long.
5. 'Weapon': see Weapons.zip
(1)You should make 'Normal' & 'Fire(FS)' & 'Reload(FRS)'
(2)But Firebug & Overweight doesn't have reload motion, don't make it.
(3)If you're making Flamethrower, you also have to make drop & blast animation.
(4)You don't have to give me heavy's overlay.png, overlay_fs.png!!
(5)Medigun's 'Normal' state frame is 4, not 2.
(6)You can make spy's backstab animation with revolver if you want to, or not.
6. You should paint 'TORSO' item('Leg' for demoman) to team color(red tone & blue tone).
