If you're running a public server with a whitelist you're doing something very wrong
If you're running a private server then the community rules are irrelevant
"if they only kick" defies the fundamental logic of a whitelist
if you want to post a plugin then it depends on specifically what the plugin actually does; that's why the rules are worded the way they are
