You should get a message back in console when the command has been sent. Otherwise you just have to put the command in correctly as if you were the host and see the result.

I found the problem, I found a command found help command, and used it to find out I needed to say rcon login

For future reference here is a short description of RCON, I thought this was linked in the OP but it was for a different mod. All the same things still apply.
Once you have RCON, just enter commands as normal in the console.
