I haven't started in the upper area seeing as though I haven't started RED's outdoor background. The underground portion is still the same, but the concrete extends undergrounds slightly. I'll provide a version if you need it.

Needs more bluish-lightish grey. Light Olive Green is kinda more abandoned facility kind of thing.
If I make it bluish grey, it will look a lot duller than it already is. Cool colors here fit in nicely, but the same color in the area will be boring to look at in my opinion. I'll make a version specifically for this just in case.

Will make a version with congregated metal for the pipes, one with blue grey concrete.

Can I suggest changing the stack of crates above the Blue spawn into one of the trailers from the background, but you know, colored to emphasize it's solid? Doesn't make sense for those crates to be laying in the middle of nowhere, and they take up about the same amount of space.

As promised, makeshift congregated metal pipes and different concrete colors. Added some shading to the windows.

1.1 Original, 1.2 Carefully laid, 1.3 Heavily weathered

2.1 Original Shading, 2.2 More Detail - Don't mind the lighting from the ceiling light.

3.1 Original Concrete, 3.2 Blue Concrete
