Also note how atalia's resupply is out of the way and you have to jump in the same spot a couple times to get at it. It's many kinds of tactical disadvantage to be at it.

The reason you can't change classes at it is so that you can't just respawn on top of the map after running away down there. I wish there were a better way to handle this, but the game doesn't support "inactive" spawns.

The confusing part about atalia's resupply is the medicab isn't actually over the medicab picture, its a body width behind.
