I don't think its such a good idea to penalize people for running and gunning for the sake of unlimited ammo

to be honest we're talking about two separate issues there

I'm not saying that slowing run speed is necessarily the answer, but I think the main idea is that any drawback for shooting should be simple and easily readable.
