I noticed some servers have one or two stages of Dirtbowl and skip the others, so I was wondering how this is done in their maprotation file.
I thought they just split it into custom maps (eg. cp_dirtbowl1, cp_dirtbowl2) but there seems to be a simpler way....

If offense wins it goes to the next stage. If defense wins it either resets to the first stage and swaps teams, or it goes to the next proper map. I don't remember which.

So there's no way to have just one of the stages as a standalone map?
