Cloaking overhaul (Balance) [FINISHED]

While the current system works it has a pretty big flaw.
Say for example you try to stab someone and you miss, you then uncloak and try to shoot at them but if they are a class like a heavy and they start to shoot at you before you start to uncloak or while you are doing it when you press the special ability button you often cloak again, this often results in uselessly stabbing again. If you can make the flicker not affect your ability to cloak in some way that might fix it since the current system just uses alpha detection to check cloaking iirc.

This has been fixed. Flickering no longer affects cloaking status and doesn't stack.
