Humiliation not stopping this guy's attacks?

So humiliation from what I see is a short period of time during which the losing team runs around in awkward poses taking damage from the winning team not being able to retaliate

However, when i was playing, some guy, or more specifically, a hacker (he was using spy hacks and an aimbot) was on the losing team. During humiliation, he had switched to the pyro class (if that matters at all) and suddenly randomly flamethrowered me. Has this happened to anyone else? I just figured it wasn't a bug since he was a hacker anyway.

I saw it in action earlier this evening, I'll take a look at it and work towards shipping a fix along with a bunch of miscellaneous improvements that I've been working on.
