I think people don't regard it as the best game of all time, people just think of it as extremely innovative though and a lot of the fundamental gameplay structures were carried over to the newest zelda games.

At the time it was released though, people probably thought it was Christ's second coming thoguh

The lock-on system they implemented was a novelty, and it was really well executed too

But then again, it's a zelda game so there's padding padding padding

Not really

Not all rpgs are about padding, the most part, with random encounters and necessary grinding, are
By that logic Fire Emblem is all about padding which really isn't

Most rpgs aren't focused around padding, but most rpgs do have their fair share of filler

Wait as for padding I am implying all the boring and tiresome moving around places && useless dialogue because the story is not important at all && tedious fetch quests that get you nothing but some real slight improvement && grinding

to me filler content is more like having to do extra missions that are just like the main one or ones but that serve nothing but to put some obstacles between you and the ending

both of those are equivalent. Except filler doesn't neccessarily have to do with the main plot, but basically filler/padding is boring/tedious things for a mundane reward like exp or something like that

Zelda of course doesn't have exp, but there's a bit of tiresome fetch quests to get a few heart pieces/a stronger sword. However, they're mostly out of the way. But they do exist.
