[Request] FUNCTIONAL items

Could someone do, or Send a topic wich has a item mod, but is functional, like:
You are a rifleman , and have a sniper, but, you got a item! A "sonic sniper" it shoots faster than the normal.
The items would be like in tf2. Having: hats,weapons , etc.
