You're wrong. Spies work marvelously as a distraction, and if one makes his presence known it can mask the others jumping as well as allowing one of them to get into the intel room or take out the autogun and engie.

Doesn't the Other Team get two spahs? No way, One Spah is good, because having two Spahs is annoying when you are the First Spah.

Spies are great to get past an autogun

plus one could distract a sticky trap while the other one gets the intel

Spahs
Doesn't the Other Team get two spahs? No way, One Spah is good, because having two Spahs is annoying when you are the First Spah. 
But if the first spy is horrible and can't take out a single autogun so the team can get in and cap he should try something else and let someone else take the spot. That's not gonna happen though.

your original reason for wanting a 2 limit cap is so you can go spy when there's a failspy present, basically nullifying any argument you have about spies working together as a team.

Saying "No team ever needs 2 spies for anything ever" is wrong no matter how you slice it.

no team ever needs 2 spies for anything ever because whatever benefit you gain from having 2 spies potentially working together, is still less than if you man up, and pick another class.

no because what rebel is stating isn't a steadfast rule about having multiples of one class, it's just the reality of playing two spies. you can probably get more done with a spy and another class.

If a game had no spies, it would be a good game.

I've seen half the team be spies, and do nothing.

Spies draw my eternal hatred if they're "Me First" spies.

If the enemy team is comprised of two demomen, two engies, a scout a pyro and a healer, with the demos and engies camping? No, you need people in there to take care of autoguns, sticky traps, etc.
Also is a great class to throw yourself into some bullets to reset the intel timer.
