Seeing the thread from the korean guys, I still think that this idea is kinda crucial to getting more players.

If push comes to shove you could add another pre-defined font that supports ASCII characters and allow a translation to choose which font to use.
...unless the font isn't the problem with not using ASCII.

we could possibly write our own rendering code, complete with hangul alignment and everything, or defer to another library to draw on screen
But to do so is only to circumvent Game Maker in the first place. Why does game maker not support foreign character sets? Any non-european implementation would be rather inflexible, inelegant, and most of all, tedious as hell to maintain, which does not make a good system.
We'd be better off just WRITING a guide in korean explaining how to use the GG2 interface, instead of changing the interface itself. Isn't that ironic?

Though that's probably true, game maker lets us use sprite fonts. Though writing text would be quite arduous ("ord(12) + ord(32) + ord(each_character's_arbitrary_font_position)"), we could probably do it without any circumvention. It'd take a Korean speaker to make it work, though, and it'd have to be maintained to prevent updates from making language holes, like: Options menu: Fullscreen: On Name: BlahBlah Use healthbar: On 한글 맞춤법 통일안: 한글
More options>
Once again, I think we should look at what minecraft did for translation. We could put that kind of character table on a site like http://crowdin.net/project/minecraft, and forward the link to them to let them handle it, I'm sure there's someone there who'd get it done.

Even if it is impossible to do korean, it would still be nice for al languages that are capable with ascii characters.

I think Lorgan (or someone else, perhaps) already made a translation mod. I can't seem to find, though. IIRC there was already quite a bit of translations done.
