There are many people nominated for winning each class, aka nominated for the semi-finals. Now, through PM (these are semi-finals), you have to nominate 5 people to make it through to the finals.
then obviously you vote 1 person for each class to win overall, but we're not there yet

Comp basically won last year; Nubstar only "won" because popularity contest. I have to say Fish actually deserves this year. Comp hasn't seemed as good lately as he's said to be, and Fish is a definite underdog. He's amazing, and I saw him doing exceedingly well a few days back. If you think CrazNoDale, Tankman, Compushwa, me, Wherewolf, etc are the best, Fish is better. He just doesn't show it much, which is a shame because he'd win if he did.
