I wasn't particularly happy of how this one turned out, but I wanna ask your opinion, guys.
Only a couple of things to left out: the way lines are drawn, which is basically impossible for me to fix in this very moment unless you guys know a steadfast way to do so that doesn't require any artificial help, and the fact it's half assedly shaded (I didn't want to keep it unfinished forever so I just sent it so you guys can tell me what's wrong with it and actually I'd really like if you could see stuff I overlooked).

Hair looks kinda flat. But I haven't seen that actual character, so nvm if that's how it's supposed to be.
And lacks lips, even for teenage animu gurl.nvm that, I guess. But I like them a little more lippy.

Yes well in Japan skulls have inversely proportioned eye sockets and mouths. I wanted to draw a bit of a lip but every time I did that it ended up looking rather...equivocal so to speak.

I sketch something in pencil and then I outline it in ink. I wait for the ink to dry (this is not your case  z9) and then I erase the pencil. (You can acquire this by using layers, am I correct?) After that it's COLOR PENCIL ACTION

I do something similar: a sketch below it and then I work on the details on another layer.
