Wait, I don't know if there's a fix for this yet, but I remember that when a team has the limit of Runners you cannot join it as you spawn as Runner. I'd say two or three as the limit then.
I'll stand by the opinion of two for each class, except Rocketman, maybe Overweight, and Q/C.
