I like it long; in a pub server, you often can't count on teamwork, so a longer respawn time means individual actions count for more.

I like the long respawn time. It helps make the server unique and it helps reduce jelloing and makes people try harder to stay alive.
That could just be me, but I rather like it.
And if you turn off killcam, ten seconds is a good amount of time to scan the map to locate the positions of others, which of course can be extremely helpful in ideal situations.
