The number of teams and the likelihood of the tournament going smoothly are inversely proportional. That is to say, the less teams there are, the easier it is to plan and schedule matches with one another and vice versa. This might seem like common sense, but your earlier attempt planned for 8 teams of 6. The international exhibition had 5 teams of a shit load of players, ranging from 9 to omgwtf 30 players on USA EC. Also note that 4v4s are easier to set up than 5v5s; I don't think we played a single 5v5 in the international exhibition except for team canada vs team developers.
I think a good number of teams would be 6, with 4-6 rounds of drafts. After the draft (which I hope to god doesn't take as long as last time), there could be a free agent pool for any undrafted players. Max size team could be 10 players, which gives a lot of opportunity for subs to get in on the action depending on the captain's strategic choice or scheduling concerns. Free agents always have the choice to pick what team they want to go on if they receive multiple offers. Free agency will last from the end of the official draft until the start of the matches.
Free agency gives a chance for players of lesser skill and/or notoriety to join up with a team. It also increases the team size without making the draft process longer than it should be. Oh, and depending on how long the waiting period is between the end of the draft and the start of the tourney, each team can only sign one free agent per arbitrary amount of time (ie 1 free agent/week). This is so a team can't quickly scoop up 5 free agents in one fell swoop.
Those are my two cents. You can implement it if you want.

A bit late but I guess ill try to be a leader again.
I wasn't planning on doing this again but after seeing how some people are still looking forward to this I suppose I could put up the effort to lead once more. After all, there is always some fun in playing with some new and people.
I may just try to get the same team I had before if possible.

I wouldn't mind seeing a tourney finish that wasn't hosted by me or Wesker.
I'll give you guys a few tips.
1. Plan the entire tourney out from the get go. The majority of things here fail because people just have a random thought and make a thread about it before thinking it through. All three of the tourneys I've hosted involved about two weeks of pming people back and forth and working out the schedule before even making a thread about anything.
2. Show up for everything. If you can't supervise everything (and i do mean everything) because of time or just organization skill, don't bother hosting a tourney. I think me a Techno must have spent 3 whole days in total supervising and recording for the Feb. Tourney.
3. Have a back-up plan, and a back-up plan for that. The two biggest issues (players and server hosts) are never going to be a 100% guarantee. It's more like 50% chance of any said person showing up. If worse comes to worse always make sure to at least have uno ready.

Hm.
At the moment everything is planned out--we have nothing really to bring out anymore, nothing really to discuss. However, I question the interest at this point. Seems like people still care though.
Intel, Mal, Comp, Airherd, Vein, and I think I can bug Broto into doing it if I text him enough. That's six.
What day to hold the redraft and then we start a week later.

Instead of the massively drawn out draft we had last time, I'd suggest just getting all the captains on IRC and having the draft over the course of say ten minutes.
