He gives you some tags attachable to your clothes. On these tags it says: SFLS (Strike Forces Leichenstein).

In the sollys store you obtain some shells for the shottys. Otherwise, the soldier at the counter means: "You already got enough ammo. You would rather look to get into some fighting or gathering up more allies."

As you enter the military base, you see several buildings. A bunch of barracks, nothing special at all, and a Soldier Bar. A line of soldiers, about 20 of them, fully equipped and armed start marching to the airport for transport.
