I feel that the main reason that the rocketman is unliked is because there aren't that many real counters to large amounts of rocketspam. Pyro's airburst takes too long to fend off continuous rocketspam from one or more targets, demoman have to be extremely skilled and absolutely lag free to blow up a rocket, let alone multiple rockets; and the sniper's cooldown means there is no real, direct way to counter a large deal of rocketspam.
I also feel quote is underused because he doesn't really fill any particular niche that any other character can fill, better. The king's sword is much less effective than the pyro's fire in close quarters combat, the bullet shield, while though useful, has no other practical purpose except defense, and it's size is easily dealt with because of splash damage from rockets and stickybombs.
So, to make both quote relevant and provide a powerful counter against the rocketman, I suggest that quote swords destroy rockets. To understand how this is balanced, think pyro versus spy. Allowing king swords to destroy rockets is the equivalent of the pyro's fire to spy check, it provides a counter to an nearly otherwise unchecked power. It would give an incentive to use quote, and allow a way to effectively stop rocketspam.

you could wall a soldier completely, and you're completely stopping him from shooting you if you're attacking him. Airblast is okay because it doesn't do damage.
bubbles are too easy to get out and there's really no timing required so nop for them
