I think he just doesn't like paying for things. Even if getting them for free is illegal.
I don't like to pay for what can be already obtained for free if that's what you mean, especially if it's something that I already owned (read: I had a pseudo bootleg NES because apparently getting fake stuff runs in the family).
I'm gladly paying for Skullgirls + its dlc, and I would love to buy Puella Magi etc's game if I didn't know it'd get lost or worse broken during the trip here, or pretty much anything new and worth supporting. I just see selling pretty old games, as in more than one console generation away from us, as pointless cow-milking. I can understand people buying Beyond Good and Evil when they never got it, I can't understand why people would buy Contra again if they already had it.
I've spent so long with the DS's library of perfection, change seems unnecessary. Mario Kart DS is the perfect MK game to me, as with a number of DS titles. I saw some new Tetris Aero or Flip or something at the store tonight, and just thought, 'Why? Tetris DS is basically the definitive Tetris. Come on. It's literally two shelves down.'

I should add that I never played Mario Kart Wii, it just didn't look interesting and apparently there's no character-specific karts? That was a serious turnoff.
It's one of the worst games in the franchise. The good parts of it are the fact that online games are incredibly smooth, so they feel very refreshing, and the motorcycles are a very nice addition because of the cool tricks you can do with them to get ahead of the game.
The bad parts are that, despite being a 12 players race, they didn't scale the item distribution properly, so the last four players (as opposed to the last two in every other game) basically rear each of the winning guys a new one every single moment, so it's more of a game of luck than skill (Mario Kart Super Circuit is basically the exact opposite and I love it for that). Also, that surfing kong is overpowered and the karts have terrible stats compared to all the bikes, so there's no point getting them for that single extra mini turbo.
